A deck attached to the side of a house is a convenient place to eat dinner. It's also, from a fire's perspective, a flat collection surface for embers at the exact point where the house meets the outdoors, with a combustible structure underneath and gaps between the boards that let burning material fall through to whatever is on the ground below. It's almost a case study in ember vulnerability.

Post-fire investigations consistently identify attached decks as a leading ignition source. The 2018 Camp Fire and the 2025 Palisades/Eaton fires both documented homes where the deck ignited first and the main structure followed. Unlike the roof, where the fix is a single material upgrade, fixing a deck is usually a combination of materials, detailing, and what's happening underneath.

How decks actually burn

Three common failure modes:

  1. Ember fall-through. Embers land between deck boards, fall into the space below, and find ignitable material — dry leaves, stored items, combustible framing, bare soil with accumulated debris. Once something underneath is burning, the deck framing ignites from below and the fire climbs up into the house.
  2. Surface ignition. Embers accumulate on the deck surface itself and lodge against combustible objects — doormats, wicker furniture, piled cushions, a pile of firewood — that ignite and create a sustained flame against the siding and door.
  3. Radiant heat from adjacent vegetation. A burning shrub, a burning fence, or a burning neighbor's deck creates a radiant load on the deck surface. A combustible surface ignites. Tempered glass door fails. Fire is inside.

A hardened deck strategy addresses all three: the boards themselves resist ignition, the underside is either enclosed or kept clear, and the surface doesn't become a staging ground for combustible clutter.

What Chapter 7A requires

California Chapter 7A addresses decks as part of "exterior wildfire exposure" requirements. For a deck within 10 feet of a building in a WUI area, the deck walking surface must be one of:

  • Noncombustible material, or
  • Ignition-resistant material, or
  • Exterior fire-retardant treated wood, or
  • A product passing the SFM 12-7A-4 under-deck flame test plus the 12-7A-4A surface test, or
  • Heavy timber (certain minimum dimensions).

Ignition-resistant composite

The most common practical answer for a WUI deck retrofit. Brands like Trex, TimberTech, Fiberon, and Deckorators offer specific product lines tested to SFM 12-7A-4 and listed in the California Office of the State Fire Marshal WUI Products Listing. When specifying, ask for the specific model confirmed on the OSFM BML list — not every board in a manufacturer's catalog qualifies.

Composite does well in fires when paired with a compliant under-deck assembly. It also avoids the ongoing staining and treatment maintenance of wood.

Aluminum decking

The best fire performance of any decking material. Brands like AridDek and Wahoo make aluminum decking systems that are inherently noncombustible. They also happen to be waterproof (the boards interlock with gaskets), which creates a dry, usable space underneath.

The premium is real — roughly double the cost of mid-grade composite — but for a homeowner who wants the deck question closed, aluminum is the strongest answer.

Fire-retardant treated wood

Pressure-treated wood where the treatment includes a fire retardant, tested to ASTM E84 extended 30-minute exposure. Legitimate option under Chapter 7A. The caveats match what we said about treated wood siding: the treatment can degrade with UV and weathering, and reapplication or specific treated-board replacement may be required over time.

For homeowners who want a natural wood look and are willing to accept the maintenance, FRT wood is allowed and usable. For most, composite is the lower-total-cost-of-ownership path.

What to avoid

  • Standard pressure-treated pine and fir decking. Treated for rot, not fire. The treatment does not provide fire resistance.
  • Untreated cedar and redwood decking. Beautiful, traditional, and combustible. Not compliant.
  • Standard composite from 10+ years ago that was never tested to WUI standards. Older composite products are often worse than wood in fire because the plastic sustains flame once ignited.

The under-deck problem

Upgrading the deck boards solves one of the three failure modes. The other two — ember fall-through and radiant ignition from underneath — require addressing the space below the deck.

Three approaches:

1. Keep it clear

The cheapest strategy. Maintain the space under the deck as a vegetation-free, debris-free, object-free zone. No firewood storage, no plastic bins, no accumulated leaves, no landscaping fabric holding moisture and mulch. Gravel or bare mineral soil only. The idea is that even if an ember falls through, there's nothing to ignite.

This works, but it requires discipline. Most homeowners accumulate stuff under the deck over time. If the deck is low to the ground (less than 18 inches of clearance), cleanup access becomes a serious chore and debris accumulates no matter what.

2. Enclose the underside with a noncombustible soffit

Build a ceiling under the deck — noncombustible panels (fiber cement, metal, gypsum-based soffit board) attached to the underside of the joists — so that embers falling through the deck boards can't reach anything below. Combined with a small drain gap and a screened perimeter, this creates a closed cavity that embers can't ignite.

This is the approach most under-deck waterproofing systems (Trex RainEscape, Zip-UP, etc.) take, and while not all of those products are fire-rated, the concept adapts. Using noncombustible panels instead of plastic membranes keeps the fire-resistance intact.

Cost: $8–$15 per sq ft of deck area installed, depending on materials and access.

3. Fully enclose the perimeter as a sealed space

For elevated decks (more than 30 inches of ground clearance), some homeowners fully enclose the space below as a sealed, conditioned, finished area. This is essentially converting the deck into a covered patio or sunroom. It closes the under-deck ignition problem entirely but costs much more — often $40,000–$150,000+ depending on scope.

What doesn't work

  • Lattice skirting. Decorative wood lattice around the base of a deck looks tidy and provides exactly zero fire protection. If it's not noncombustible (metal lattice or noncombustible panel), it's just more fuel.
  • Plastic membrane under-deck drainage systems. They handle water but burn and drop onto whatever is below.
  • "I clean it out every year." Maybe. In practice, debris accumulation under decks is chronic.

Detailing that matters

A few specific details that separate a WUI-compliant deck from one that only looks WUI-compliant:

  • Deck-to-house flashing. The joint where the ledger meets the wall is a direct path into the wall cavity if embers lodge there. Metal flashing, properly detailed, is standard practice and required in most jurisdictions for rot reasons anyway. Confirm it exists.
  • Gap between the house and the deck surface. Some WUI specs recommend a small (1/2-inch or so) open gap between the siding and the first deck board, closed with metal flashing, so ember-carrying debris doesn't pile up against the wall.
  • Stair stringers and risers. Open risers let embers through; enclosed risers made of noncombustible material are better. Stringers themselves should be treated or replaced with steel in a serious hardening project.
  • Posts and post bases. Wood posts bearing on concrete piers are fine structurally but the bottom few inches of the post can ignite from a ground fire. Metal post bases that elevate the wood off the ground are better.
  • Handrails and guardrails. Wood handrails can ignite. Metal cable rail or metal balusters are standard in WUI-focused decks.

A reasonable priority order

Working through a deck retrofit:

  1. Clear everything out from under the deck — this is free and probably the highest-impact single action.
  2. Verify what the deck boards are made of. If they're untreated cedar/redwood or standard pressure-treated, plan for replacement.
  3. Inspect the ledger flashing and any siding within 2 feet of the deck. This is a fire-and-rot priority.
  4. If the deck is small and aging, consider replacing the whole structure with a WUI-compliant composite or aluminum deck on metal framing. Full rebuild is often similar in cost to a thorough retrofit.
  5. If the deck is structurally sound, replace the boards with a listed WUI product and add a noncombustible under-deck enclosure if the clearance allows.

Full deck replacement on a typical 300 sq ft single-family deck runs $15,000–$35,000 for composite on treated framing, $20,000–$45,000 for aluminum decking on steel framing. Re-decking (boards only, keeping framing) is roughly 40–60% of that.

The bottom line

The deck is where a surprising number of hardened houses still get lost. The roof held, the vents held, the windows held, and a pile of stored items under the deck ignited. Fixing it is less about a single product choice and more about a combined upgrade: a WUI-listed walking surface, a cleared or enclosed underside, and a few detailing fixes that address the specific ways embers find their way in.

If the deck is untreated wood and you're in a fire zone, it's one of the higher-priority items on the list. If the deck is already composite or aluminum, the focus shifts to what's underneath and what's stored on top.
