When homeowners first start reading about wildfire hardening, they tend to encounter two kinds of numbers: the alarming total ("a full hardened retrofit can run $150,000") and the reassuring minimum ("you can do a lot for a few hundred dollars"). Both are true. Neither is actionable on its own.

The real question is what a specific dollar amount actually buys you — which upgrades fit in a $5,000 scope of work, which ones you unlock at $25,000, and what a $100,000 retrofit realistically covers. That's what this article is for.

We'll work through three budget tiers for a typical 2,000 sq ft single-family home in the Western U.S., at 2025–2026 pricing. A note on the numbers

Three things worth saying before we get into tiers:

  1. These are ranges, not quotes. A Bay Area retrofit costs more than a Flagstaff retrofit. A contractor with six months of backlog costs more than one with three weeks. A hillside house with limited access costs more than a flat suburban lot.
  2. Every tier assumes labor is included. Materials-only numbers are misleading because installation is typically 40–60% of the total.
  3. These tiers are cumulative in philosophy, not always in practice. $25K usually builds on the $5K list rather than replacing it. $100K usually assumes the cheap items were done already.

Tier 1: $5,000 — The high-leverage weekend

At $5,000, you are not touching the roof, siding, deck, or windows. You are buying the cheap, high-leverage ember mitigations that account for a disproportionate share of the "why did this house survive?" answer in post-fire surveys.

A realistic $5,000 scope:

What this does:

  • Closes off vents, which are the #1 ignition path in WUI losses.
  • Removes combustible material from the 5-foot zone where direct flame contact and ember accumulation do the most damage.
  • Keeps embers from lodging in gutter debris and igniting the fascia.
  • Removes the "wick" of wood fence running into the siding.

What this does not do:

  • Replace a combustible roof (especially wood shake — if you have one, this tier is not enough).
  • Replace combustible siding, single-pane windows, or a wood deck.
  • Upgrade eave enclosures or soffit venting on an open-eave house.

Who should stop at $5K? Renters, homeowners planning to sell within a year or two, and owners of houses that are already in good shape structurally (Class A roof, enclosed eaves, fiber cement or stucco siding) and just need the final ember mitigations buttoned up.

Who should not stop at $5K? Anyone with a wood-shake roof, anyone with a combustible attached deck in poor condition, anyone whose open-eave attic is vented through ordinary louvered vents with no screening behind them. In those cases, $5K is a down payment, not a finish line.

Tier 2: $25,000 — Serious partial retrofit

At $25,000, the calculus changes. You are still not doing the roof or full siding, but you can address most of the remaining ember exposures comprehensively and start touching one major component.

A realistic $25,000 scope (assumes the $5K items are done first):

What this does:

  • Brings the house to roughly Chapter 7A equivalence on vents, eaves, and gutters — not a full Chapter 7A compliance certificate, but the same underlying detailing.
  • Makes the attached deck a non-issue in most ember exposures.
  • Protects the highest-exposure windows (usually the ones facing dense fuel or a neighbor's house).
  • Starts closing the gap toward the IBHS Wildfire Prepared Home base certification.

What this does not do:

  • Replace a non-Class-A roof. If you have asphalt shingles past mid-life, or wood shakes, you are still carrying that risk.
  • Replace combustible siding.
  • Upgrade all windows.

Who should target $25K? Homeowners whose roof is already Class A (most modern asphalt, metal, or tile), whose siding is already stucco or fiber cement, but whose detailing — vents, eaves, gutters, deck — is behind. This is the most common real-world profile for a home in a California WUI subdivision built between 1985 and 2008: the bones are fine; the hardening details are not.

Who should not stop at $25K? Owners of wood-shake or heavily weathered wood-sided homes. In those cases, $25K is better spent on the roof (which dominates risk) than split across many smaller items.

Tier 3: $100,000 — Capital project territory

At $100,000, you are doing a major capital project and sequencing hardening into it. At this tier, you can replace the roof, redo the deck, address siding on the worst-exposure elevations, and upgrade windows across the house — not quite a full Wildfire Prepared Home Plus certification (which typically runs $75,000–$200,000 for a retrofit, depending on current condition), but most of the way there.

A realistic $100,000 scope:

What this does:

  • Brings the house to substantial Chapter 7A equivalence on most components.
  • Eliminates the roof, deck, and window risks — the three biggest single-project expenses in most retrofits.
  • Positions the house within striking distance of Wildfire Prepared Home certification, depending on remaining siding and a few detail items.

What this does not do:

  • Guarantee survival. Nothing does. In a direct wind-driven plume in extreme fire weather, even well-hardened homes can be lost.
  • Replace all siding, if the house has significant combustible siding on sides other than the worst-exposure elevations. A true "all noncombustible exterior" pushes the total toward $150,000–$200,000 on most houses.
  • Cover any indoor-safety items — sprinklers, smoke/CO detectors, interior finish upgrades — which are separate budgets.

Who should target $100K? Owners doing a planned capital project anyway — new roof at end of life, kitchen/exterior remodel, major rework after a neighborhood loss. Bundling hardening into a project you were going to do for other reasons is the cheapest way to get to this level, because mobilization and permit costs are shared.

Who should not target $100K? A homeowner early in their mortgage with limited cash reserves. Forcing a $100K hardening project you can't afford is worse than executing the $5K and $25K tiers well and accepting that the roof, siding, and windows will catch up over the next decade.

What full Wildfire Prepared Home Plus costs

For completeness: a full IBHS Wildfire Prepared Home Plus retrofit, which requires a certified Class A roof, noncombustible Zone 0, listed vents, enclosed eaves, ignition-resistant or noncombustible siding, dual-pane tempered windows, noncombustible decks, and other specific detailing, typically runs $75,000 to $200,000 for a 2,000 sq ft home starting from an older combustible-heavy house. The lower end of that range is for houses that already have a Class A roof and stucco siding. The upper end is for houses starting with wood shake, wood siding, and a full wood deck.

The certification itself is not expensive — the inspection is a few hundred dollars. The retrofit to meet the standard is where the money goes.

How to choose a tier

A few practical guidelines:

  • If your insurer is offering a discount, ask which hardening items qualify and target those first within your tier. California's Safer from Wildfires framework is the structure most California carriers are using.
  • If your house has a wood-shake roof, that decision dominates everything else. Roll straight to the roof regardless of nominal tier, because the risk-reduction-per-dollar of a Class A roof replacement on a wood-shake house is higher than almost anything else you could spend money on.
  • Bundle hardening into planned work. Roof replacement at end of life, siding replacement during a remodel, windows during an energy-efficiency upgrade — the marginal cost of hardening is much lower than a standalone hardening project.
  • Don't let perfect be the enemy of good. A $5,000 retrofit done this month is worth more than a $100,000 retrofit that's still a spreadsheet in two years.

The bottom line

Each of these tiers corresponds to a real decision point: the weekend project, the serious but partial retrofit, and the capital project. None of them is wasted spending if the items are chosen in the right order. And none of them is guaranteed protection — hardening is about shifting probabilities, not buying certainty.

If you can only do $5,000 this year, do the Zone 0 and vent work, and budget for more next year. If you can do $25,000, aim for the second tier's coverage and make sure the eaves, gutters, and deck aren't left as the weakest links. If you're in the middle of a capital project already, that's the moment to target $100,000 and get the roof, deck, and windows done together.

Homeowners who take the tier conversation seriously — rather than either dismissing hardening as too expensive or panicking into an over-scoped project — are the ones who end up with the best outcomes.
